发达国家应对气候变化科技援外策略研究及启示

摘　　要：发达国家由政府主导气候变化科技援外,普遍设立了专门机构指导和管理科技援外工作,将气候变化作为科技援外的优先领域,制定了援外规划或方案,设立了专项行动,投入了大量资金,并鼓励私营部门参与气候变化科技援外。发达国家主要通过双边合作开展气候变化科技援外,针对不同国家采取差别化的合作策略。发达国家还积极利用多边力量开展气候变化科技援助,充分利用全球科技资源。As the prior area of technical aid, technical aid on climate change is guided by the governments of developed coun- tries. Developed countries have specialized agencies directing and managing technical aid. Governments develop plans, programs or actions of technical aid on climate change, and invest sufficient money. Governments also encourage private sector involve in the technical aid on climate change. Developed countries carry out technical aid mainly on the bilateral way, and make different aid strat- egies for different developing countries. In addition to bilateral cooperation, developed countries make use of multilateral cooperation mechanism for their technical aid.
