新时期加强和改进高校离退休干部党支部建设的思路和对策

摘　　要：高校离退休干部党支部是高校党组织中最基础、最重要的组成部分。高校离退休干部党支部在教育、管理、服务、凝聚和监督离退休党员、发挥党员的先锋模范作用方面起着十分重要的作用,是党在离退休党员中的战斗堡垒,是党联系群众的纽带。高校离退休干部党支部是为了便于对高校离退休干部党员进行管理和开展活动而专门建立的党的基层组织,近似于机关支部性质,其主要职能是做好党的思想工作和组织工作,对高校离退休干部的思想、作风、纪律建设起保证监督作用。加强高校离退休干部党支部建设,必须正确认识高校离退休干部党支部的性质、地位、职责、作用、工作原则及有关方面的关系。The Party branch of retired cadres at colleges and universities is a basic and important part of the Party organization at colleges and universities. The Party branch of retired cadres at colleges and universities plays an important role in educating, managing, serving, uniting and supervising the re- tired Party members, and it can bring the exemplary role of Party members into full play. It is the bat- tle fortress of the Party among the retired Party members and the link between the Party and the mas- ses. The Party branch of retired cadres at colleges and universities is a primary Party organization for the management of retired Party members at colleges and universities and the implementation of their activities. Like the Party branch of institutions,the main function of Party branch of retired cadres at colleges and universities is to improve the Party＇s ideological and organizational work and to ensure and supervise the ideological, working style and discipline construction of retired cadres at colleges and u- niversities. To strengthen the construction of Party branch of retired cadres at colleges and universi- ties, it is important to understand its nature, status, duties, functions, working principles and the rela- tionship between these aspects.
