开封建设特大城市面临的困难与对策

摘　　要：作为中原经济区的核心城市之一,古都开封向特大城市发展是现实需要,也是历史必然,这一步对开封经济社会发展具有重要意义。从特大城市的建设标准来看,目前开封市区中心城区非农业人口的数量不达标,全市综合实力也不强,城市功能尚有欠缺,资源环境压力较大。为此,开封应认清差距,充分利用郑汴一体化这一难得的历史机遇促进自己的发展。要进一步优化产业结构,构建科学合理的产业体系;拉大城市框架,完善交通体系;改善中心城区功能,推动节约型城市建设。总之,要统筹规划、科学发展,努力实现开封崛起的奋斗目标。As one of the core cities in the Central Plains Economic Region,it is necessary to develop the ancient city Kaifeng into a metropolitan city.It is also a call of the history and of great significance for Kaifeng's economy and society.Judging from the standards for a metropolitan city at present,the non-rural population at Kaifeng's urban area is under the requirement,the city's comprehensive strength is not strong enough,it still lacks some urban functions,and there is relatively high pressure of the environment.As a result,Kaifeng should realize the current development distance,and utilize the prime opportunity of the Zhengzhou-Kaifeng integration program to upgrade the industrial structure,organize the rational industrial system,expand the urban frame,improve the transportation system,and promote the resource-saving urban construction.
