“新型农村合作医疗管理条例”制定的战略取向——基于城乡一体化发展的视角

摘　　要：2010年颁布的《社会保险法》授权国务院制定新农合管理条例,标志着新农合制度正从实验性阶段走向定型法治化发展的关键时期。检讨嵌入城乡二元结构的新农合制度遭遇城乡一体化加速的挑战及其困境,总结新农合制度与城乡一体化的互动和磨合,评析制度渐进完善中的经验和教训,科学判断和准确把握"新农合管理条例"制定的宏观战略取向,一揽子设计新农合与城镇居民医保统一制度、统一管理体制、城乡医保筹资待遇整合和调整的制度等,才能顺利推进新农合管理条例的微观规范设计。The administrative measures for new rural cooperative medical system（NRCMS） shall be prescribed by the State Council according to Social Insurance Law in 2010 ,which marks that NRCMS is entering critical period of transformation from experimental stage to legislation stage. Only by examining the challenge and predicament that the acceleration of urban -rural integration has posed to the new rural cooperative medical system in which the dual structure of rural and urban is embedded, reviewing the interaction and adaptation between NRCMS and urban - rural integration, summarizing the experience and lessons in the gradual improvement of the system, scientifically judging and grasping the strategic orientation of its administrative measures, and comprehensively designing the unified policies of financing system, management system, etc. can the prescription of the concrete norms be smoothly promoted.
