摘　　要：高校和研究机构作为知识和技术的重要供给者,不仅直接参与新知识的开发、生产、传播和应用,也是知识创造以及科技劳动力生产的源泉,兼具教学、科研、人才培养、社会导向服务等多种角色,是区域自主创新的源头。以创新系统理论为基础,着重探讨区域创新系统中大学和研究机构的功能、定位及其与其他创新行为主体的互动关系,对我国高校和研究机构的自主创新能力进行客观评价,并在此基础上提出我国高校和研究机构自主创新能力提升和发展对策。RIS （Regional Innovational System） is a system combined with enterprises, universities and research institu- tions, intermediary service institutions of science and technology and government in the region. How the system works is related to each individual of the above mentioned, among of which, universities and research institutions as the important providers of knowledge and technology not only join into the development, production, dissemination and application of new knowledge, but also the origin of regional innovation. The paper inquires into the function of universities and research insti- tutions and the relationship between universities and research institutions and other major bodies of RIS, and at the same time evaluates the independent innovation capacity of universities and research institutions and makes a comparison among 30 provincial cities of China, in order to develop appropriate strategies for improving the innovation capacity.
