摘　　要：地方政府问责公信力是地方政府通过问责制在实践中对公共权力失范行为的矫正和改进功能的发挥,获取社会公众对问责制的信任、拥护和支持的一种能力。地方政府问责公信力的生成受到问责制度设计的价值层要素、制度层要素、运行层要素以及社会公众的心理活动要素的影响。网络新媒体环境下,地方政府问责过程受到网络媒体和网民的影响,问责公信力变得更加脆弱。提升地方政府的问责公信力,必须树立科学的问责价值观,在法律制度建设和机制完善,以及地方政府的媒体素养方面采取优化和改进措施。The credibility of local government accountability is a kind of ability that the local government makes the public to trust, uphold and support the accountability, and through the accountability to make the anomie behavior of public power corrective and improved in practice.The generation of the credibility of local government accountability is affect- ed by four elements of the accountability system design, including value, system, operation, as well as the psychologi- cal activity of the public.Under the new network media environment, the local government accountability process is af- fected by network media and netizens, so the credibility of accountability becomes more fragile.If we want to improve the credibility of local government accountability, it is necessary to set up the scientific values of accountability, and take optimizational and improvement measures in the legal system and institutional construction, mechanism perfection, and media literacy of local government.
