摘　　要：天然林资源保护工程(天保工程)是我国重大生态保护工程。天保工程区集体公益林发挥着重要的生态保护功能。本文运用政策工具理论提出可供天保工程区集体公益林管理的自愿性、混合性和强制性政策工具种类,并建立了相应的公益林管理模式,即国家赎买公益林并直接提供生态服务、确立公益林森林碳汇产权、公益林生态效益补偿制度多元化、善治管理以及发展林下经济的管理模式。并从动态视角提出公益林管理短期、中期和长期规划中不同政策工具和管理模式的配置,以期实现森林生态效益和农民经济效益的双赢。Natural forest protection project （NFPP） is major ecological protection engineering in China. The collective non-- commercial forest in NFPP area plays an ecological protection role. Based on policy instrument theories, in this paper we choose five kinds of policy instruments for management collective non--commercial forest management in NFPP area from mandatory, mixed and voluntary policy instruments respectively, and establish corresponding management models. They are the station supply ecological service, carbon sequestration property establishment of collective non-- commercial forest, diversification of forest ecological benefit compensation system, good governance, and development of under- forest economy. We then propose different combinations of policy instruments and management modes for non--commercial forest management in terms of dynamic planning of short--term, medium-- term and long--term, to realize both forest ecological benefits and economic benefits.
