摘　　要：文章论述了科技报告制度建设的意义,从科技报告工作涉及多方利益主体的角度探讨了科技报告制度体系的构成和内涵,并通过对美国、日本等国优秀科技报告实践的调研,总结提炼出由点及面、由上到下、点面结合的3种科技报告制度形成模式。This article firstly discusses the significance of constructing the scientific and technical report system, then probes into the composition and connotation of the scientific and technical report system from the perspective of the multiple stakeholders in- volved with scientific and technical report work. Finally, by investigating and studying the practice of excellent scientific and techni- cal reports in USA and Japan, the article summarizes the 3 formation models of scientific and technical report systems, namely, from point to surface, from top to bottom, and point-surface combination.
