党政机关公文若干格式要素解释及标注规则研究

摘　　要：依据新的《党政机关公文处理工作条例》和《党政机关公文格式》,结合学界的研究成果,文章对公文法规未作解释的部分公文格式要素做出解释,指出公文法规中存在"一般"的过度使用,对密级与保密期限的位置关系、版头中的红色分割线、格式要素中的数字与标点符号、印发机关和印发日期,发文机关署名、成文日期和印章等表述不够简洁、明晰、严谨、存有异议的格式要素,进行了梳理与辨析。On the basis of the new ＂party and government organs document treatment work regulations＂ and ＂the party and government organs document format＂, combined with the research results the official document community,the article interpreted a portion of Format elements which the documents regulations had not explain,pointed out that there are excessive use of ＂general＇,combed and differentiated a number of document elements that were not expressed concise and clear and rigorous enough,such as the location relation between the secret class and the deadline of maintaining secrecy ,the dividing red line of the head of version,the number and the punctuation marks in the format elements,Issued by the authority and print- ing date,the signature of the office of distributing document,the date of written and the seal,etc.
