论科技档案开放利用的特殊性

摘　　要：科技档案开放利用具有特殊性,首先是在开放利用的内在需求上,档案开放利用通常主要是为了满足公民知情权的需要,而科技档案开放利用除满足公民知情权的需求外,科技档案的通用性特点、科技档案的科技交流工具作用和科技档案的公共物品属性等则是更为重要的需求因素,其次科技档案的诸多特点又要求科技档案开放利用时,必须有别于一般档案的开放利用,这就是我们应坚持及时原则、区别原则、法律原则和效益原则来开展科技档案的开放利用。Open using of science and technology archives has particularity, the first is the internal de- mand in the open, archival open using usually is mainly in order to meet the needs of the citizens＂ right to know, science and technology archival open using in addition to meet the needs of citizens＂ right to know, the general characteristics of science and technology archives, science and technological communica- tion function of science and technology archives and public goods attribute of the science and technology archives are more important demand factors, secondly the characteristics of science and technology archives requires science and technology archival opening use must be different from the general file open use, that is we should insist on the principle of timely, the difference principle, legal principle and benefit principle to develop science and technology archival open use.
