论生产者责任的延伸与循环经济理论的诠释

摘　　要：摘要：针对日渐突出的废弃产品问题，瑞典隆德大学环境经济学家托马斯·林赫斯特于1988年首次提出了“ExtendedProducerResponsibiIity”概念，他指出生产者应对其产品在整个生命周期过程中对环境的影响承担延伸责任。生产者责任延伸制度以要求生产者承担延伸责任为核心内容，生产者责任延伸对生态规律的遵循充分体现了循环经济理论的指导原则；生产者责任延伸对“3R”原则的贯彻充分体现了循环经济理论的核心内容；生产者责任延伸对闭环反馈式循环目标的追求充分体现了循环经济理论的直接目标。因此，循环经济理论表明了生产者为应对废弃产品问题承担延伸责任的正当性与合理性．当为生产者责任延伸制度的理论基础。To the increasingly serious problem of waste product.,;, the term ＂extended producer responsibility＂ was first used and de- fined by Lindhqvist of Lund University in 1988, stating that the producer should bear extended responsibility for the products~ im- pact on environment during their life cycle, which is the core idea of EPR system. EPR, following ecological laws, embodies the principle of Reducing, Reusing and Recycling （3R） and achiewes the immediate goal for closed-loop feedback cycle of ＂resources-- products renewable resources＂. Therefore, the theory of circular economy naturally becomes EPR＇ s theoretical basis which manifests the justness and reasonableness of the issue.
