我国风电产业发展政策的变迁研究——基于支持联盟框架分析

摘　　要：我国风力发电产业经过30年的发展,政策引导发挥了十分重要的作用。支持联盟框架认为政策是矛盾与冲突的产物,本文提出贯穿我国风电产业政策变迁的两大联盟环境派与发展派,他们的深层核心都是为了国家经济发展和人民生活水平的提高,但在政策核心层面两派在系统内外的政治经济等因素的影响下通过政策取向学习,对政策的变迁产生了重要影响。Policy guidance have played an important role in the wind power industry development during the past 30 years. Advoca- cy coalition framework proposes that policy is the result of contradictions and conflicts. This paper puts forward that two coalitions named environment- oriented coalition and development- oriented coalition that go through the policy change of wind power in China are holding the same deep core： national economic development and the improvement of people＇s living standards. While these two coalitions made great influences on the policy change by mutual policy- oriented lecturing and compromise under the effects of politics and economy within the system and beyond.
