摘　　要：关天经济区在发展文化旅游方面具有丰富的资源。在地理和政治区位、经济基础和客户资源等方面存在明显优势,但同时也存在着地区间合作规划不够细化、发展不平衡、从业人员素质不高、金融基础不够完善等问题。国家级经济区的建设、旅游品牌的创建、交通网络的完善和世界文化旅游发展的新趋势为关天经济区旅游业带来难得的发展机遇,但旅游基础设施有待完善、休闲旅游方式的兴起和新技术对其产业链的发展也带来挑战和冲击。文章从政治、经济、社会、技术等四个角度对关天经济区文化旅游的优势、劣势、机会和威胁进行系统分析,提出加强区域合作、加大资金投入、提高人员素质、树立品牌形象、运用新技术等策略,以促进关天经济区文化旅游产业的发展。Guanzhong-Tianshui Economic Zone boasts its advantages in cultural tourism resources, geo- graphical and political position, economic foundation and passenger sources, yet that problems have been existed in respect like insufficient regional cooperation, unbalanced development, a poor-quality tourism- engaged staff, incomplete financial infrastructure. Guanzhong Tianshui Economic Zone shall avail itself of the great opportunity in the construction of the national economic zone and tourism brand, the improved transportation and the world cultural tourism development, to step up efforts to conquer difficulties arising in tourism development like the insufficient tourism infrastructure, the rise of leisure tourism and the use of new technology. A systematic analysis of the prons and cons, opportunities and challenges from the four perspectives of politics, economy, society and technology, tells us that the implementation of strengthing co- operation, increasing financial input,improving staff＇s qualities, using the new technology to promote cul- tural tourism development in Guanzhong-Tianshui economic zone.
