农村残疾人隐蔽性贫困及社保制度缺陷

摘　　要：以广东省定点残疾人跟踪监测数据为基础,通过关键指标及其与对照组对比分析,发现农村残疾人家庭在生存状况重要指标上均大幅低于对照组。同时还发现,农村残疾人家庭的贫困具有一定的隐蔽性,外界对其的贫困程度存在较严重低估。农村残疾人生活生存状况并未获得趋势性提升,相反,还存在进一步恶化的可能。结论表明,企图依靠现行社保制度和扶贫济困政策来使农村残疾人家庭摆脱贫困,几乎是不可能完成的任务。Based on the tracking monitoring data of Guangdong Province,it has been found that the liv-ing condition of the disabled rural family is significantly lower than that of control group on some of the key index.Meanwhile,the poverty of disabled rural families has a hidden feature,which leads to a se-vere underestimation on the poverty level by the outside world.As a result,living condition of rural disa-bled people has not been on an improved trend;on the contrary,it could be worsen.The results show that it is almost impossible to make the rural disabled families to get rid of poverty with an attempt of rel-ying on the present social security system and the present poverty alleviation policies.
