摘　　要：新型农村合作医疗保障制度既是我国医疗制度的重要组成部分,又是社会保障制度的重要内容,它是对农村居民生命健康权的保障、获助权的落实。但是据对某村的实地调研发现,目前,该村在新农合实施过程中存在着以下伦理问题:如制度性歧视依然存在,实质平等尚未完全落实;隐性强制参合侵犯农民的自由选择权;信息公开不够造成农民监督权缺失等。The new rural cooperative medical insurance system is not only an important part of the health care system, but also the core of the social security system. It is the protection of fundamental rights of citizens and the right to material assistance to the implementation and promotion of the right to equality. Based on the field research, the authors found that there were some ethical problems： institutional discrimination still exists, substantive equality has not yet finalized; hidden force participation infringe freedom of choice of farmers; information disclosure is not enough cause farmers to supervise missing; excessive government intervention destroyed villagers＇autonomy; rural autonomy organization at the basic level improper interference.
