摘　　要：根据区域中心城市的内涵和分级,边缘区中心城市崛起的理论基础,以及锡盟南部区域发展现状及面临的机遇,锡盟南部区域应迅速培育和壮大一个区域中心,以更好地承接上位经济核心的辐射带动作用,引领地区发展。通过25项指标综合评价各旗县的发展条件,对适合旗县进行区域中心城市选址方案对比,推荐选址多伦诺尔培育锡盟南部区域中心城市,并提出了总体发展思路和性质定位、区域联动与协同发展、迅速聚集人口与快速城镇化、培育多元产业体系、构建开放的城市发展空间等培育策略和分步培育路径。According to the connotation of the regional center city, the theory about the rise of center city on the edge region, the current development situation and the opportunities of Xilinguole southern, a regional center should be quickly cultivated and strengthened there to undertake the radiation of the superordinate economic core, and to lead the regional development. Based on the comprehensive evaluation of the development condition in the five county of Xilinguolc southern through 25 indexes, and on the locations comparison of the regional center city, Duolun Nur is recommended to be cultivated into the regional center city of Xilinguole Southern. The paper puts forward the general development ideas and designates the urban function of Duolun Nur. It also explores the strategies such as regional cooperation and coordinated development, the rapid accumulation of population and urbanization, multiple - industry system cultivation, open urban space and cultivating Duolun Nur into the regional central city in Xinlingguole southern step by step.
