摘　　要：高校在国家创新体系和区域创新体系中占有极为重要的地位,对高校科技创新能力的分析与评价是各级地方政府管理教育、办好教育,进一步推动科技创新和提升国民素质的决策依据与基本判断尺度。故有必要对高校科技创新能力的内涵作比较完整的阐释,据此提出指标设计原则并对安徽地方高校科技创新能力设计相关分层评价指标体系,构建合理有效的因子分析综合评价模型。Universities play a very important role in national innovation system and regional innovation system. The evaluation and analysis of high-tech innovation is a decision basis and basic judgment criteria to manage education and further promote scientific innovation and national quality. First, the paper presents the connotation of university high-tech innovation, then puts forward index design principles and hierarchical evaluation index system, finally constructs rational and effective comprehensive evaluation model of factorial analysis.
