摘　　要：发端于美国并席卷全球的金融危机,对江苏经济发展产生不小冲击,突出地反映在进出口、经济增长和人力资源需求等的短期变化上。究其原因,一方面是源于江苏经济外向度比较高,外商投资企业进出口占比较大;另一方面则源于江苏经济自身的结构与产业特征,如:产业主要依靠低成本竞争优势,差异化竞争优势不强;产业大多以散而乱的方式"嵌入"到全球价值链,集成程度比较低。因此,促进江苏经济持续发展,首先必须推进产业功能升级,增强产业差异化竞争优势,提升产业核心竞争力;其次则应加强地区间分工与协作,着力构建区域价值链、国内价值链体系,提高本土产业集成水平。此外,还应开拓更加广阔、层次多样的国内外市场,以降低市场风险、提升中国产业的国际形象和地位。The global financial crisis, originated from the USA, had caused considerable impact on the eco- nomic development of Jiangsu Province, prominently reflected on the short-term changes in import and export, eco- nomic growth and human resource requirements. One reason is due to a relatively high degree of Jiangsu export-ori- ented economy, in which foreign investment enterprises occupy relatively high import and export share; and the oth- er is owing to its economy structure and industry characteristics of Jiangsu, e.g. , the industry mainly relies on low- cost advantage and the differentiated competitive advantage is not strong; the indus the global value chain in a scattered and chaotic way , and the ＂integration＂ degree try is mostly ＂embedded＂ into is relatively low. Therefore, to ensure sustainable economic development in Jiangsu, we must first promote industry functional hance differentiated competitive advantage, thus improve the core competitiveness of industry; upgrading and en- secondly, it should strengthen the division and cooperation between regions, and strive to build regional and national value chain sys- tem, thus improve the integration level of local industry. In addition, it should develop more broad and diverse markets at home and abroad in order to reduce market risk industry. and improve international image and status of the China＇s industry.
