摘　　要：党的十八大报告指出要不断加强基层民主制度的建设,以扩大有序参与、强化权力监督为重点。扩大基层民主与我国政治体制改革的性质相一致,扩大基层民主是发展社会主义民主的基础性工作,也是深化我国政治体制改革的必由之路。扩大基层民主是我国政治体制改革的关键,使更广泛的群众能够参与到权力配置、运行的过程中来,影响和控制权力合理为民所用,避免我国政治体制中权力过分集中的弊端。The eighteenth big report to continuously strengthen the construction of democracy at the grassroots level system.In order to expand the orderly participation, strengthening power supervision as the key point.Expand democracy at the grassroots level consistent with the nature of China＇s political system reform, expand democracy at the grassroots level is the groundwork for developing socialist democracy, is also the only way for deepening the reform of political system in our country.
