摘 要:为解决当前我国水资源供需矛盾,通过研究我国水价机制存在的中水回用率低、水价构成不明晰、城市供水价格季节差异不明显、供水企业与政府职责不清、管理权限分散、农业水费征收困难、水源区利益受损,缺乏补偿水价机制等问题,提出了当前我国水价机制改革应从水价构成体系的改革、水资源管理机构的改革和水价相关制度的完善3个方面着手,以此推动水价机制的全面改革,促进国民经济健康持续发展。In order to alleviate the contradiction between current supply and demand of water resources, the author researches into several problems including low rate wastewater treatment and reuse, unclear water tariff structure, fuzzy responsibilities of water supply companies and the government, unobvious seasonal differences of urban water price, decentralized management au- thority, as well as difficulty in agricultural water fee collection, interests loss of water source area and lack of water tariff compen- sation mechanism. Furthermore, the reform of current water pricing mechanism should start with the innovations of water tariff structure, water management authorities and the improvement of tariff - related institution, so as to promote the comprehensive re- form of water pricing mechanism, along with the healthy and sustainable development of national economy.
