摘　　要：库珀的行政伦理观就本质而言是一种责任行政理论。行政伦理作为公共行政管理的灵魂,在中国现实行政行为中主要涉及政治与行政格局、宏观行为主体内部格局以及行政机构与公民格局。以这三大利益格局为基础,可以解剖出中国行政伦理的责任层面和协调层面,借鉴行政人员伦理思考水平和决策能力的责任基础,以及道德品质、组织制度、团体文化与社会期望作为相互作用的结构性要素。The administrative ethics of Terry one of public administrative spirits, Chinese L. Cooper is some kind of responsible administration in essence. As administrative ethics mainly involves in political and administrative pattern, macroscopic behavior subject and the relationship between administrative institutions and citizens in the actual administrative behavior. Based on these three interest patterns, we could dissect the responsibility level and coordination level of Chinese administrative ethics by referring the responsibility basis of ethics thinking level and decision making ability of the administrative staff, and moral quality, organizational system, administrative culture and social expectation as the structural elements of the interaction.
