摘　　要：农村非物质文化遗产代表性传承人的养老应按照建立"政府终身补贴、居家养老与传习所养老相融合、特殊养老金基金和完善养老保障相配套"的总体思路,构建具有中国特色的非遗传承人养老制度;针对非遗技艺的终身制特点,制定传承人政府养老补贴办法;针对非遗传承的延续性特点,建立居家养老与传习所养老融合模式;针对非遗传承人的身份性特点,建立特殊的养老基金制度;针对农村非遗传承人的价值性特点,完善养老法律体系;完善《非遗法》中有关非遗传承人保护的具体规定,增加有关传承人特殊保护内容;建立非遗项目社会治理机制,丰富非遗传承人权益保护的手段;落实政府文化责任,完善非遗传承人养老保险投入机制。In accordance with the general idea of establishment of 'lifelong government subsidies,integration of home care and training institute pension, integration of special pension funds and pension system improvement ', pension system for inheritors of intangible cultural heritage is built with Chinese characteristics. According to the life tenure feature of intangible cultural heritage inheritors,government pension subsidies system is developed.According to the continuity of intangible cultural heritage, integration of home care and training institute pension is established. According to the identity of inheritor of intangible cultural heritage,special pension funds system is built. According to the value of rural inheritor of intangible cultural heritage,the pension legal system is improved. Specific provisions relating to the protection of inheritor of intangible cultural heritage in law of intangible culture and its protection are improved, content of special protection of inheritor is added. Social governance system of intangible heritage is established, the means of benefit protections of inheritor is enriched. Cultural responsibility of government is fulfilled. Pension insurance system of inheritor of intangible cultural heritage is improved.
