摘 要:基于武汉市江夏区龚家铺村失地农民的调查数据,利用概率选择模型,分析了失地农民所拥有的人力资本、社会关系网、征地补偿款和社会保险参与度等因素对其在城市劳动力市场上就业质量的影响,具体表现在月收入、工作稳定性、职业声望、职业发展与工作满意度等方面。结果发现,加强技能培训能够显著提升失地农民的就业质量,受教育程度和技能培训对就业质量五个方面的影响全部显著。因此,提升就业质量的关键在于提高他们受教育程度和增加技能培训的机会;社会保险参与度对提升失地农民就业质量的激励作用甚微,是一个保健因素而非激励因素;征地补偿款的高低与失地农民的就业质量存在负相关关系。这表明一次性货币补偿安置和土地换社保模式的弊端所在,它不能解决失地农民的可持续生计,就业才是失地农民最好的保障。Based on the survey data from the landless peasants of the Jiangxia Gongjia village of Wuhan City, this es- say uses the Ordered Probit model to analyzes the influences on the employment quality of landless peasants in labor market by their human capital accumulation, social network, land compensation and social insurance participation and so on. The results show that: to strengthen skills training can be able to significantly promote the landless peasants employment quality, the level of education and skills training. Therefore, the key point of enhancing the quality of employment is to improve the level of education and increase skills training opportunities. Little incentive role has been played by the social insurance participation to enhance the quality of employment of the landless peasants. It is a hygiene factor rather than the motivating factor. The level and quality of employment of the landless peasants of the land com- pensation is negatively correlated. This indicates the drawbacks of the one- time monetary compensation and resettlement because they cannot solve the sustainable livelihoods of landless peasants, and the employment is the best guarantee of landless peasants.
