摘　　要："十二五"时期,是京津冀地区加快经济转型、产业升级、建设世界级科技创新基地、先进制造研发转化基地和重化工业基地的重要阶段,也是京津冀按照科学发展观共建生态宜居家园的关键时期。京津冀三地专家聚首北京,分别对区域人口、水资源、土地、生态环境以及经济社会承载力进行了多视角分析,认为京津冀区域资源环境存在的突出问题主要是:人口增速加快、空间分布不平衡、核心城市人口集聚未根本改变;水危机加剧,尤其京津人口规模严重超过水资源承载力;区域生态环境正在透支未来;经济社会承载力区域内部发展不平衡,但仍有提升空间。专家们围绕如何加快京津冀生态文明建设提出重塑京津冀人口和经济的空间分布、加强特大城市人口规模调控、加快中心城市功能疏解、实施"三生"空间战略、创新生态城市模式、规划建设首都生态涵养"特区"、积极推进体制改革和机制创新等一系列对策建议。The 12th Five-Year is an important stage for Beijing, Tianjin and Hebei Region to accelerate economic transformation, industrial upgrading, and building of world-class innovation base of science and technology, advanced transformation base of manufacturing and R＆D and heavy chemical base. It＇s also a key period for Beijing, Tianjin and Hebei Region to build together environment-friendly homes in line with the scientific outlook on development. Experts fi＇om this region gather in Beijing to make multi- dimensional analysis on the population, water, land, ecological environment and economic and social beating capacity of this region, highlighting the problems in resources and environment are like the following： accelerating population growth, unbalanced spatial distribution, unchanged population concentration in core cities, deteriorating water crisis, especially the fact that the population of Beijing and Tianjin is beyond the bearing capacity of water resources. Besides, the ecological environment of this region is spending the future, and the economic and bearing capacity within the region is not development in a balanced way but with room to improve. Around the topic of how to speed up the ecological civilization construction of Beijing, Tianjin and Hebei Region, the experts have proposed a series of suggestions like： reshape the spatial distribution of population and economy of this region, enhance control on the population of mega cities, quickening the function release of core cities, implement the spatial strategy of production, life and ecology, innovate the model of ecological cities.plan and build the capital ecological conservation zone. promote the systemic reform and mechanism innovation, etc..
