摘　　要：恢复重建机制是实现"非常态管理"到"常态管理"转变的关键环节。中国国际石油合作是应急管理的全新领域,中国国际石油合作突发事件恢复重建机制的部署和运作是判断该领域应对突发事件成功与否的标志。探讨恢复重建的机构设置、人员配备和运作模式,是对中国国际石油合作突发事件的专项预演,也是中国国际石油合作应急管理委员会存在的价值之一。The restoration and reconstruction mechanism is the key to achieve ＂very state management＂ to ＂normal management＂. China international petroleum cooperation is a new field of emergency management, China international petroleum cooperation emergency restoration and reconstruction of the deployment and operation of the mechanism is to determine the field to respond to emergencies sign of success. Explore the restoration and reconstruction of the institution setting, staffing and mode of operation, is China international petroleum cooperation emergencies special preview, and one of the existing value of the China international petroleum cooperation committee of emergency management.
