摘　　要：在对黑龙江省中俄边境地区深入考察的基础上,从旅游产品、旅游项目、旅游设施和旅游市场四个方面分析了其旅游发展现状,探讨了其旅游发展的资源优势、地缘优势、生态优势和后发优势,以及面临的地理位置相对偏远、区域经济相对落后、旅游开发难度相对较大、旅游整体开发阻力较大等旅游发展劣势,提出了黑龙江省边境旅游发展的六大战略:国际接轨的跃迁战略、区域合作的空间战略、多元特色的产品战略、联动发展的产业战略、精益求精的品质战略和有机融合的文化战略,建议黑龙江省中俄边境旅游采取以下发展措施:改革管理体制、加强组织保障;优化投资环境、吸引外来投资;加强社区培训、提高参与程度;培养旅游人才、完善人才机制;加强旅游合作、促进协调发展。On the basis of the study in the Sino-Russian border region of Heilongjiang Province, from the four aspects： tourism products, tourism projects, tourism facilities and tourism markets, this paper analyzed its present tourism development situation, discussed the tourism development advantages of resources, geography, ecology and the advantages of backwardness, and the tourism development disadvantages of relatively remote geographical position, relatively backward regional economy, relatively large tourism development difficulties, and large overall development resistance, and so on, put forward six strategies about the development of border tourism in Heilongjiang Province： international standard transition strategy, regional cooperation space strategy, diverse characteristics product strategy, joint development industrial strategy, excelsior quality strategy and cultural strategy of organic integration, suggest the Sino-Russian border tourism in Heilongjiang Province development to take the following measures： reforming management system, strengthening organization safeguarding; optimize investment environment, attracting foreign investment; strengthen community training, improveing the degree of participation, cultivateing tourism talents, perfecting the talent mechanism; strengthen tourism cooperation, promoteing the coordinated development.
