摘　　要：分析在遗产旅游发展及资源保护中政府组织作为的内涵,包括相关组织机构、组织管理与组织行为,作用与目前存在的主要问题,如组织机构不健全、组织管理体制不顺与组织行为不力,提出在遗产旅游发展及资源保护中政府应从健全相关组织机构,以名正言顺地实施管理等五个方面加强组织作为的建议。The article analyzes the connation of government＇s behavior in the below scopes： organization structure, organization management and behavior, function and main problems at present like imperfect structure, imperfect system and organization behavior. It also provides advices from 5 aspects like improving organization system and implying management more legitimately.
