摘  要:旱区耕地生产率很难有效提升,灌溉用水设施投入资金来源成为制约耕地生产能力的主要瓶颈之一。为此,将旱区耕地用水设施投资开发与耕地利用效率提升结合起来,建立旱票制度:先期投入资金主要用于灌溉设施普及,以提升旱区耕地生产水平;土地资源的高效利用,产生结余旱票,流入土地交易市场,获取交易资金,继续用于对旱区灌溉设施加大投入力度。如此循环,既产生较高粮食生产效益,保障粮食安全,又节省出部分土地资源,以旱票方式用于城市化发展。旱票制度的实施有望持续获得资金,加大旱区灌溉设施投入,高效利用土地资源,提升旱区粮食生产率。arid areas of cultivated land productivity is difficult to effectively enhance irrigation water laclhhes put into funding sources become one of the major bottleneck restricting the production capacity of arable land. Enhance the invest- ment and development of the arid areas of arable land with water facilities and arable land use efficiency combine to es- tablish drought ticket system upfront investment is mainly used for the popularity of irrigation facilities in arid areas of ara- ble land in order to enhance the level of production, the efficient use of land resources, to produce balances drought votes inflows land market, to obtain trading funds continue to be used on irrigation facilities in arid areas to increase invest- ment, and so on, not only produce higher grain production efficiency, ensure food security, but also saves a portion of the land resources, to drought votes, with development in urbanization. Drought ticket system implementation is expected to continue to obtain funds to increase irrigation facilities in arid areas investment and efficient use of land resources, en- hance food productivity in arid areas.
