基于博弈理论的煤炭富集区生态化发展决策分析

摘　　要：鉴于煤炭及相关产业的高污染性,生态化发展必将成为煤炭资源富集区可持续道路的重要选择方向。以推动煤炭富集区生态化发展的驱动力为着力点,从政府、公众、煤炭企业等角度出发,构建煤炭富集区生态化发展的三方动态博弈模型,根据三方博弈树及成本矩阵,分析三方采取积极措施的概率及可能性。根据分析结果,提出了加强社会公众监督力度,适度增加对煤炭企业的处罚力度,强化政府监管力度以及增强企业社会责任宣传教育力度的政策决策建议。In view of the high pollution of coal and related industries, ecological development of coal- rich region will become an im- portant option for sustainable road direction. Taking driving force of promoting ecological development of coal - rich region as the focal point, the tripartite dynamic game model of coal - rich region is built from the perspective of government, the public, the coal enterpri- ses, based on the tripartite game tree and cost matrix, probability and possibility of taking positive measures for tripartite is analyzed. According to the analysis results, policy recommendations of strengthening public supervision, a modest increasing penalties for coal enterprises, strengthening government supervision and enhancing policy advocacy and education efforts of corporate social responsibility are proposed.
