摘 要:合理测评智能电网发展所带来的社会效益对于引导智能电网的合理投资与科学建设具有重要意义。在此背景下,运用资源经济学中的压力—状态—响应逻辑框架,对智能电网社会效益的产生机理进行系统分析。具体地讲,智能电网建设中各类新技术的发展和应用改善了电力系统的运行性能和效率,可将各项关键技术视为压力,以其引起的电力系统接受可再生能源发电能力、电力系统运行效率和资源配置能力等的提高作为过渡状态,根据变量之间的因果逻辑关系构建技术指标集和状态测评模型,在此基础上形成智能电网社会效益测评体系。最后,以一个省级电力系统为例做了计算分析。Rational evaluation of the social benefits of the smart grid is of great significance for guiding rational investment and scientific development of the smart grid. Given this background,the well-established pressure-state-response( PSR) framework in resource economics is employed to analyze the generating mechanism of the social benefits associated with smart grid development and a novel evaluation model is developed. First,the emerging types of technology in the power generation sector,power grid sector as well as terminal consumer sector brought about by smart grid development are taken as the incentives,and the enhanced capability of accommodating renewable energy generation,improved efficiency of power system operation,optimized allocation of energy resources and so on as the evolving states. Then,the relationship between technological development and system state is investigated,based on which an evaluation system for measuring the social benefits associated with smart grid development proposed. Finally,the successful social benefit evaluation of a smart grid in a province in Northwest China is given as an example of the merits of the model.
