政府职能转变下社区“草根”体育组织的发展

摘　　要：通过文献资料与逻辑演绎方法对当前"草根"体育组织发展面临的问题和功能价值进行分析。提出政府职能转变背景下"草根"体育组织发展的路径:明确归属问题,处理好"草根"体育组织与政府、市场的关系;加强资金和人才的扶持,促进"草根"体育组织管理创新;制定和完善法律法规,加强监管和评估机制。This paper analyzed the current problems and the value of the development of ＂grassroots＂ sports organizations by means of literature consultation and logical deductive method. It proposed the transformation of government functions back- ground path for the development of grassroots sports organizations： a clear attribution of ＂grassroots＂ sports organizations and the government, the market; strengthen capital and talent to support sports organizations to promote ＂grassroots＂ management innovation; to develop and improve laws and regulations, and to strengthen supervision and evaluation mechanisms.
