先发地区养老服务设施规划编制方法探讨——以昆山市为例

摘　　要：基于昆山的规划实践,分析外来人口对先发地区老龄化的影响,总结出隐性化、空巢化、高龄化,以及老年人口总量分布和密度分布相悖是先发地区老龄化的主要特征;指出养老服务设施建设存在着内涵模糊、总量不足、布局错位、市场化运营滞后等问题。构建以养老模式为基础,实现多重属性相统一的养老服务设施体系;从等级体系、配置标准、城乡差异、资源整合和空间分析等方面探讨了养老服务设施规划编制方法;提出图则指引、弹性规划、管理创新等强化规划实施的方法以及多部门联合编制、规划与政府决策相结合、"开门规划"等规划编制工作方法的创新。Based on planning practices for the public facilities for the elderly in Kunshan, this paper analyses the impact of mobile population on the aging issue in the developed area, based on which it summarizes some major characteristics of the elderly population in the developed area, such as invisibility, empty nest, old age, as well as an inconsistency between population distribution and density distribution of the elderly. It then points out the problems existed among public facilities for the elderly, such as ambiguous connotation, insufficient quantities, dislocation, backward market operation, etc. Therefore, a service facility system should be constructed on the basis of the elderly-nursing model that aims to integrate multiple attributes. This paper also explores the planning for such facilities from the perspectives of hierarchical system, allocation standard, rural-urban differences, resource integration and space analysis. Furthermore, it proposes some methods to promote the plan implementation through plan guidance, resilient planning, innovative administration; an integration of joint inter-sector compilation, planning and government decision-making; as well as the creative compilation method of ＂open plan.＂
