摘　　要：对控制性详细规划阶段市政基础设施规划存在的问题进行了分析,提出了构建合理需求管理与系统-动态规划的思路,进而提出了完善控制内容、强化技术支撑、建立市政容量评估机制等具体建议。After analyzing the problems of civil infrastructure planning in regulatory planning, the paper proposes the ideas of establishing a reasonable requirement management system and a systematicdynamic planning system, and then further proposes such specific suggestions as completing the control contents, enhancing the technical support and establishing an evaluation system for civil infrastructure capacity.
