Potential Risks of Hospital Accreditation and Its Control Strategies

摘　　要：加强医院评审潜在风险识别能力,并制定相应的控制措施,也是保证本轮医院评审工作健康、有序开展的一项重要课题。提出了当前医院评审工作中5种潜在风险:一是虚假信息导致评审误判;二是评审人员人身伤害的风险;三是廉政风险;四是评审后医院发生重大安全生产事故或消防事件,导致评审结果的公信力下降;五是数据外泄的风险。并针对潜在风险提出了6条控制策略:一是宣传评审理念和政策,引导医院正确对待医院评审;二是为评审人员购买相关保险;三是加强评审纪律的督察,建立评审员的考核和退出机制;四是加强评审员评审能力的培训,提高发现问题和隐患的能力;五是规范评审数据的流转工作流程;六是完善数据上报平台,实现数据实时传输与共享等。To strengthen the potential risk identification of hospital accreditation and formulate the corresponding control measures is an important study for ensuring the healthy and orderly development of hospital accreditation. This study proposed five kinds of potential risks for hospital accreditation ： fake information for misunderstand, the surveyors＇potential risk of personal injury , integrity risk, lower credibility of evaluation results by safety accident or fire event of hospital, and risk of leaked data. Based on the risks, six control strategies were proposed. First, to broadcast the evaluation idea and policy which guides the hospitals to do evaluation correctly. Second, to buy insurance for surveyors. Third, to strengthen the audit supervision of discipline and estab- lish surveyors＇assessment and exit mechanism. Fourth, to strengthen the ability of surveyors＇training which improves their ability of discovering problems. Fifth, to standardize the process of data circulation. Sixth, to optimize to set up the data platform to real- ize the data transmission and sharing.
