国际视障人士著作权例外与限制条约发展现状研究

摘　　要：近年国际上针对视障人士的著作权限制与例外提出了许多呼吁和建议,针对视障人士的著作权限制与例外各国的规定与实施情况有所不同,且在制定和实施过程中遇到各种困境与障碍。我国图书馆界应在针对视障人士的著作权限制与例外方面发挥特有的功效,积极参与法案的制定与实施,加强与其他国家的合作交流等。Many appeals and recommendations about the limitations and exceptions for the visually impaired are proposed at present. The provisions and implementations differ from country to country. In the process of drafting and implement, various problems and barriers have appeared. Chinese librarianship should play the particular role in the development and implementation of the limitations and exceptions for the visually impaired, such as, involving in the development and implementation actively, and strengthening cooperation and exchanges with other countries.
