摘 要:回顾了国外绿色水电认证产生的背景、环境指标与标准体系、认证流程及目前的发展状况等,提出我国绿色水电认证制度的建立与长期有效的推行,需要本着实现水电开发管理者、相关政府部门、公众及生态环境共赢的原则,认证标准体系的制定应综合考虑各种水电工程的特性,着眼于其对生态环境的改善效果,而认证的执行则需要依赖于政府部门间的合作及自上而下的管理。This paper reviews some representative green hydropower certifications in terms of their background, envi- ronmental indicators and standards system, certification process and current development status etc. It presents that the development and implementation of green hydropower certification system in our country should firstly balance the inter- ests of hydropower developers, relevant government departments, public as well as the ecological environment. The es- tablishment of the standard system should take comprehensive consideration on the characteristics of various hydropower projects and focus on its effect on the improvement of ecological environment. The implementation relies on the coopera- tion among government departments as well as top down management.
