全运会公共价值的历史演进及其彰显——基于新公共服务的视角

摘　　要：使用文献调研和逻辑归纳等研究方法,从新公共服务理论视角出发,对我国全运会公共价值的历史演进及其彰显问题进行讨论。在全运会对基本价值、公共价值辨析与解析基础上,从公共价值表现角度,将全运会公共价值演进历史划分为公共教育价值关注、社会功利价值关注以及公共服务价值关注3个阶段。研究认为,现阶段全运会公共价值本质及其战略性、民主性、责任性特征愈发彰显。From perspectives of new public service theory, this paper discusses the fundamental problems of the historical evolution and highlight of public value of National Games by using the methods of logic induction and literature analysis. Based on the analysis and discrimination of basic and public value, the evolutionary history of National Games~ public value can be di- vided into three stages of paying attention to the value of public education, social utility and public service. The research suggests that National Games will increasingly highlight the es- sence of public value and the features of strategy, democratic and responsibility at the present stage.
