农地适度规模经营的内涵、条件及组织形式——基于日本的经验

摘　　要：农地规模经营可分为内部规模经营和外部规模经营,其实质不是土地所有制问题,而是经营形式的确立。借鉴日本扩大农地经营规模的经验,我国可在坚持农村土地集体所有性质的前提下,致力于建立以家庭承包经营为基础、合作化经营与社会化服务相结合的农业经营体制。Scale operation of agricultural land,including internal and external scale operation,isn＇t a question of land ownership in essence,instead the establishment of business forms. The article summarizes the socio-economic conditions,technical conditions and policy regimes conditions on the scale operation of agricultural land according to Japanese experience. Adhere to the existing land system in the same premise,We should be committed to the establishment of co-operative management,social services management system of agriculture on the basis of household contract management.
