摘　　要：全国人大常委会于2012年12月28日颁布了《关于加强网络信息保护的决定》,首次以法律的形式界定了个人电子信息具体保护对象的范畴。本文分析了公民个人隐私电子信息和能够识别公民个人身份的电子信息的本质特征,在此基础上,立足法律分析个人电子信息收集和使用的基本原则,对行业自律机制在个人电子信息法律保护的设置和作用进行探讨。On December 28th, 2012, the NPC Standing Committee promulgated issued a decision on strengthening the protection of network information, which is for the first time that the protection areas of personal electronic information are defined and specified in the form of law. This paper analyzes the area and characteristics of citizens＇ private electronic information and the information capable of identifying citizens＇ identity. On this basis, the writer analyzes the fundamental principles of the collection and use of personal electronic information, and discusses the setting and the role of the legal protection of personal electronic information selfregulatory mechanism.
