生态文明建设协调机制研究——基于东北老工业基地案例分析

摘　　要：在已有研究的基础上,以东北老工业基地为例,从城市化与工业化发展、产权区域博弈、生态无界与环境属地管理、生态对区域发展反作用四个方面分析协调生态文明建设的必要性,并提出协调机制:政府间组织机构协调与保障机制、环境主流化部门协调机制与公司式生态补偿机制、城市发展与生态文明建设的产业调控和集约发展与科技支撑机制、生态文明建设的差异化与多维化考核评估机制、教育引导和多元参与的社会调控机制。Based on the previous research results, this paper analyzed the necessity and the urgency of ecological civilization construction of the northeast old industrial base from following four perspective, the urbanization and industrialization, the game of property rights region, the boundless ecology and possessive management, the negative influence of ecology on regional development. This paper proposed the several enduring effect mecha- nisms on coordinating ecological civilization construction, which contained intergovernmental organizations coordination and institutional guarantee mechanism,environmental mainstream departments coordination, and company typed ecological compensation mechanism, the industrial regulation mechanism,intensive developn^ent mechanism, technology supporting mechanism between local development and ecological civilization, the distin- guishing and multidimensional evaluation mechanism, as well as the educational leading and public participation mechanism of ecological civilization construction.
