农民专业合作社发展的不良类型、成因与应对思路

摘　　要：中国的农民专业合作社在持续快速发展过程中出现了空壳型、套利型和不规范合作社等不良类型。行政不当推动、优惠政策诱使、审批存在漏洞和法律不完善等导致了合作社的不良状态。要在深刻认识成员异质性的基础上推进农民专业合作社持续健康发展。建议各地取消对合作社发展数量、规模的考核要求;多部门严把合作社政府扶持项目准入门槛,加强监管审计与问责,推动项目审批的公开公正;继续强化示范社建设,将其与财政支持项目等挂钩;加强对合作社知识的宣传教育;全国人大适时推动农民专业合作社法的修改。In the sustainable and rapid development of Chinese professional agricultural cooperauves, it emerges vacant shell, interest arbitrage and not standardized cooperatives types which are adverse. The reason leads to it including improper administrative promotion, preferential policy inducement, approval vulnerability and imperfect law. Local government should promote a sustainable healthy agricultural cooperatives development, with the deep understanding of member heterogeneity. The author suggested the local government should cancel the assessment requirement on cooperatives numbers and sizes. Multi- sectors should strictly govern the approval on government-support cooperative project, strengthen the audit and accountability of supervision, and promote an open and fair project approval. Agricultural department should continually strengthen the demonstration cooperatives built, and make it related to the financial supported project, while strengthening the cooperative education. National People＇s Congress （NPC） should promote the emendation of agricultural cooperatives law in the right time.
