苏南现代化面临的“中等收入陷阱”与化解路径——无锡的探索与思考

摘　　要：从数据看,苏南地区正处在跨越"中等收入陷阱"所描述的收入区段上限阶段。然而,这并不表明苏南地区已经成功跨越了"中等收入陷阱"。相反,苏南发展遇到的矛盾和问题,还有着明显的"中等收入陷阱"的特征。为此,苏南地区要在总结自身探索的基础上,借鉴国内外的经验和教训,坚持把加快发展方式转变作为长期战略,把加强自主创新作为关键环节,把发展培育新兴产业作为新增长极,把维护社会公平作为基础保障,把推进全面改革作为根本动力,走出一条成功跨越"中等收入陷阱"的苏南现代化发展之路。Seen from the data analysis,southern Jiangsu province is in the upper stage of the revenue section described by stepping across the'middle-income trap'.However,we should clearly see that,this doesn't mean that southern Jiangsu region has successfully crossed the'middle-income trap'.Instead,contradictions and problems that southern Jiangsu Province encountered in the development still have a distinct feature of the'middle income trap'.To this end,on the basis of summing up its own exploration,southern Jiangsu region should learn from the overseas experience and lessons,adhere to accelerating the transformation of development mode as a long-term strategy,strengthen the independent innovation as the key link,foster the development of new industries as a new growth pole,defend social justice as an important basis and promote comprehensive reform as the fundamental driving force,so as to lead a modern development road of successfully stepping across the'middle-income trap'in southern Jiangsu region.
