摘　　要：着重从制度建设入手,将目前国内颁布的诸多单项法律法规与3R政策的推进有机结合在一起,覆盖采购、生产、销售、消费和回收等各个环节。同时以法律的形式明确利益相关者各自的责任,并以法治化的形式构建企业资源再利用、再循环和电子废弃物排放的量化指标。在回收模式上强调采取"生产商负责制"的管理,在技术层面必须增加科技投入,加快废旧家电逆向物流关键技术的研发与创新。In this paper we combined the various laws and regulations promulgated in China and the 3R policies covering the various links such as purchasing, production, sales, consumption and recycling, etc., demarcated the responsibilities of the stakeholders in the form of law, established the quantitative indexes for the resource reuse, recycling and waste emissions of the enterprises, and at the end, gave suggestions for the implementation of the systems.
