明晰国有企业权利体系是改革发展劳动公有制经济的关键

摘　　要：在市场经济条件下以效率为旨归的效益主义,追求总体—总量意义上的效用最大,却必然忽视经济发展成果与相关权利的切实公平分配,这一指导思想状况的长期持续必将在认识领域导致国有企业的经济成果向少数高位者集聚的"自我所有化"倾向,从而使我国国有经济的"社会主义性"存在被混淆甚至带来更大的混乱的后果。因而,在此意义上的"改革"就是要在马克思主义经济思想的指导之下,坚持国有企业发展的社会主义方向,革除早已遗留下来并迟迟得不到解决的国有企业权利与利益虚位化的问题,以更好的权—利制度体系发展壮大劳动公有制经济,而这也是改革发展中要将发展成果"惠及全体人民"的题中应有之义。Under the condition of market economy, utilitarianism, which is for the purpose of efficiency, pursues the largest utility in the sense of overall-total, but must ignore the real fair distribution between the economic development achievement and the related rights, the long-term continuity of this guiding thought condition will lead to the self-ownership tendency that economic results of state-owned enterprises in the field of knowledge congregates to a few high position, and makes our country state-owned economy of ＂socialism＂ are confused even more confusing consequences. Therefore, in this sense, ＂reform＂ is to be under the guidance of Marxist economic thought, adhere to the socialist direction of the state-owned enterprises development, abolish the phantom of the rights and interests of state-owned enterprises left behind and can＇t be solved lately, in order to develop the public sector of the economy of labor with the better power-profit system, and this is also necessary that the reform and development achievement should benefit all the people.
