苏北地区现代农业科技支撑体系建设的问题与对策研究

摘　　要：现代农业科技创新源动力不足,农业高新技术研发水平不高,整体科技实力不强,农业科技资金投入不足,现有的农业科技推广体制机制影响农技推广的积极性与推广成果,科技应用服务效果受限于脆弱的农村基础设施和落后的农户观念,以及不很健全的农业科技中介服务组织,现代农业科技管理体制与政策不够完善、调控力不足等是目前苏北地区现代农业科技支撑体系建设中存在的问题,并就构建科技创新体系、完善农业科技成果转化体系、探索多元技术推广模式、完善农业科技应用服务体系、理顺科技管理体制和运行机制、构筑现代农业科技发展保障体系等提出了相应的完善对策和建议。Such problems existing in constructing the supporting system of modem agricultural science and technology in northern Jiangsu as lack of innovative motivation, low levels of agricultural high - tech research and development, weak overall technological strength, insufficient inputs of agricultural technology funds, effects of existing agricultural technolo- gy on enthusiasm and results in promoting institutional mechanism of agriculture, poor mral facilities and outdated ideas of farmers limiting technological applications and services, unsound intermediary service organizations, the imperfect management system of modem agricultural technology as well as inadequate regulatory capacity. Therefore, corresponding countermeasures and suggestions were put forward in constructing the innovation system of science and technology, im- proving the transformation system of agricultural science and technology achievements, exploring the extension mode of di- versity technology, perfecting the service and application system of agricultural science and technology, straightening the management system and running mechanism of science and technology and establishing the security system for development of modem agricultural science and technology.
