摘　　要：在分析我国国家科技计划管理的主要环节的基础上,从管理主体入手,提出我国"十二五"国家科技计划管理改革的重点及其取得的进展;从科研主体入手,分析"十二五"国家科技计划管理改革对科研组织模式的影响。Based on the analysis of the major aspects of the NSTP management, the study summarizes the focal points and progress of the reform on the NSTP management during the 12th five - year from the main body of management, and analy- zes the impact brought by the reform on the organization mode of scientific research from the research subjects.
