摘　　要：采用解释结构(ISM)模型,得到指标因素递阶结构有向图;由递阶结构有向图中分析指标因素的相互影响关系;将指标因素的相互影响关系作为建立ANP模型的输入,求得各个指标因素的权重;运用网络层次灰色关联方法,引入ANP的权重计算结果求解综合关联度,避免了不能兼顾指标因素影响程度大小的缺陷;并对北京高井燃气项目B标段(一拖一机组)的招投标项目进行实例分析。分析结果显示评标方法的可行性和有效性。The paper adopts the interpretive structural modeling （ISM） model to get hierarchical structure directed graph of index factors. By hierarchical structure directed graph, the paper analyzes interrelationship between index factors. It takes the interrelationship between index factors as the inputs of ANP model and gets the weight of every index factors. Ap- plying Analytic Network Process combining Grey Correlation Analysis, the calculation resuhs of weights based on ANP are introduced to solve the calculation of the comprehensive relationship degree. This method can avoid the defects of failing to take the influence of index factors into account. And it takes the bidding project of Beijing Gaojing power plant＇s gas project number B tender as an example. The results show that the evaluation method is feasible and effective.
