摘 要:矿产资源开发利用过程产生的废弃物会对生态环境产生一定的影响。本文采用数据包络分析(DEA)中的C2 R模型,以河北省11个市为例,利用DEAP-2.1为平台计算了矿产资源开发利用的生态效率值,得出5个市DEA有效和6个市非DEA有效;生态效率低效区分布于河北省南部的邯郸和邢台市以及东部的唐山市。并通过对非DEA有效市进行矿产资源开发利用生态效率优化设计,得出提高矿产资源开发利用生态效率既可以通过减少劳动力、资金投入、提高矿产品开采技术效率实现,又可以通过减少废弃物排放的产出优化路径选择得以实现。Waste produced in the process of exploitation and utilization of mineral resources will have a certain effect on the ecological environment. This paper uses C2R model of data envelopment analysis (DEA) ,a DEAP-2. 1 platforms to calculate the coo-efficiency value of exploitation and utilization of mineral resources,which takes the 11 cities in Hebei province as examples. And it concludes that five cities are DEA efficient and six cities are DEA inefficient. Eco efficiency inefficient areas are mainly located in southern Handan,Xingtai and east of Tangshan. We have made eco-effieiency optimization design of exploitation and utilization of mineral resources basing on the DEA inefficient areas. And have concluded that to improve the eco-efficiency of exploitation and utilization of mineral resources we can either reduce labor force, capital investment, or improve the technology input efficiency of mineral mining. And it also can be optimized by selecting output path of reducing waste emissions.
