摘　　要：建设项目水资源论证取得了较好成效,但存在着制度立法层级不高、适用范围有限、处罚手段和力度有限、部分制度环节不完善等问题。梳理了建设项目水资源论证制度现状,介绍了其制度定位和制度框架。在分析建设项目水资源论证重点环节和主要制度的基础上,设计提出了较为完善的建设项目水资源论证制度体系框架。Although good result has been obtained in water resources assessment, there are certain drawbacks existed, such as it is not included in the high-level legislation system and applied in the relatively narrow scope, without powerful punishment measures and complete system. A review and introduction are made on the current situation of water resourees assessment system in project construction as well as system position and framework. Based on analysis of major links and systems in water resources assessment, a framework of relative complete system is designed and proposed.
