摘　　要：文章将承包人的不平衡报价策略分为三类,即与变更、调价、索赔结合的不平衡报价策略。分析了不平衡报价的依据所在:施工合同和工程量清单计价规范,对承包人不平衡报价与变更、调价、索赔结合的不平衡报价进行了分析。文章对上述不平衡报价策略,从招标人角度提出了相应的应对策略。The countermeasures of the unbalanced quotation prices from the contractor could be divided into three types and they were the unbalanced quotation price combined with the modification, price adjustment and claim. The paper analyzed the bases of the unbalanced quotation price and the bases were including the construction contract and the valuation standard of the quantity bill. The paper had an analysis conducted on the unbalanced quotation price of the contractor and the unbalanced quotation price combined with the modification, price adjustment and claim. From the visual view of the tenderee, the paper provided the relevant to the above unbalanced quotation price measures
